I am a 21-year-old webdesigner from Brazil. I've been working with HTML/CSS and Photoshop since I was a 12-year-old little girl.
I happen to be both a landlady AND a tenant, and I do believe that my work will please both groups.
I am young, which means I am willing to work on low-budgets in spite of being highly creative and experienced.
I write clean and elegant code, and I will also write an "accessible" code, which means blind people will be able to visit your website. (of course, that means they shoud have this program which transforms the accessible code into voice.)
Since I am new in the webdesign market (I used to do it for free), here's a PrintScreen view of how your splash page would look like if you hired me.
I also have a partner who's a programmer (PHP, Java, etc) in case you need it, and you wouldn't have to raise the price!
